This tool allows the creation of <a href=\"http:\/\/www.oasis-open.org\/committees\/download.php\/15135\/emergency-CAPv1.1-Corrected_DOM.pdf\" target=\"_blank\">CAP Alert Messages<\/a> containing <a href=\"http:\/\/www.oasis-fp6.org\/documents\/OASIS_TA21_DDD_041_DSF_1_4_pub.pdf\" target=\"_blank\">TSO codes<\/a>.
