Objectives and expected Results

AlpDIRIS concept and objectives

  • Implement the Protocol signed in October 2015 by the Civil Protection of the Regione Friuli Venezia Giulia and the Republic of Slovenia, by undertaking different educational and training activities of the personnel and volunteers about the procedures of mutual cooperation in case of emergencies
  • Share different expertise and techniques used in case of emergency, in particular in case of forest fires and mountain rescue in joint field training activities. In particular techniques of fire extinguishing in forests and in mountains will be exchanged
  • Ensure the exchange of the information between field operators and their headquarters in case of emergencies, even from areas that are not covered by the regular mobile phone or radio signal. This system will guarantee information exchange about the positions and movement of the field operators, the exchange of pictures and videos produced on the field, as well as all other relevant technical data needed for a successful intervention
  • Improve communication capabilities on disaster sites by introducing satellite communication and mobile 4G LTE base stations
  • Open the Mountain Rescue situational awareness solution implemented with the ALPSAR project for use in additional contexts of civil protection intervention, such as emergencies due to forest fires, earthquakes or hydrogeological events. Leverage research results developed in the EPISECC FP7 project regarding a common information space for public safety. Provide an open interface to all entities involved in disaster response. Extend the solution to Italian fire brigades. Ensure sustainability of the solution by executing exercises with the involvement of operators, technicians and volunteers, members of Italian and Slovenian Civil Protection
  • PCRAFVG and URSZR: The first beneficiaries of the project are PCRAFVG and URSZR by improving their cooperation capabilities to deal with disasters in the Alpine region. With several exercises and trainings will make sure that the solution can be used in daily operations
  • FVG fire brigades: They will be integrated into the common information space and will have the capability to exchange data with PCRAFVG and the local commanders on-site improving the situational awareness
  • Croatian and Austrian Civil Protection: They are supporting the EPISECC project and are very interested in the results of the ALPDIRIS project to allow them to join the common information space
  • European Civil Protection: ALPDIRIS is the first implementation of the “Common Information Space” and will demonstrate the benefits to all European Civil Protection services and allow them to join
  • European Commission: With the ALPDIRIS project we show a fast path from EC research projects to operational implementation. The EPISECC project started in May 2014 and ends in April 2017 with a proof of concept. With the help of the ALPDIRIS project we will have a first operational implementation of this concept already end of 2018

Expected Results

Short term expected results of the ALPDIRIS project

  • Improved cooperation between Italian (FVG Region) first responders and Slovenian first responders in regards of Mountains rescue and other disaster relief teams in Alpine region
  • Copy of Improved cooperation between Italian (FVG Region) first responders and Slovenian first responders in regards of Mountains rescue and other disaster relief teams in Alpine region
  • Improved communication capabilities during disasters with introduction of mobile LTE base stations with satellite communication support
  • Greatly improved situational awareness of local commander and headquarters in Italy and Slovenia due to improved information exchange between all entities involved in a mission
  • Selected civil protection teams in Friuli Venezia Giulia and Slovenia are equipped with the tool set and are trained in the procedures to use them
  • The procedures tested under real conditions according to the Protocol on cross-border cooperation between the URSZR of Slovenia and the Civil Protection of FVG Mountain Rescue Services

Medium term expected results of the ALPDIRIS project:

  • ALPDIRIS will be the first implementation and operational use of the Pan-European common information space concept. This solution will be nucleus for the new Pan European common information space for Public safety
  • Additional Slovenian and Italian and other European entities (e.g Austria, Croatia) will connect to the common information space and exchange data during disaster response phase

Long term expected results of the ALPDIRIS project:

  • The Pan European Common Information space will be introduced in all European countries and allow a better information exchange between all entities acting together in a disaster relief mission
